Habit formation means getting to the point where a behaviour runs without a conscious decision. In the study that measured it, the median time for an everyday behaviour to become automatic was 66 days, and the range across people was 18 to 254 days (Lally et al., 2010).
A habit is a behaviour that fires automatically in response to a context. Repeat the same action in a fixed situation — "after breakfast" — and the situation becomes the trigger, so you stop having to decide.
So habit formation is not about increasing willpower. It is about reducing the number of decisions. Explanations that blame a weak will are missing this.
Make the behaviour smaller, fix the cue, make progress visible. Almost every intervention is one of those three.

Lally et al. (2010) had 96 volunteers repeat an eating, drinking or activity behaviour daily in the same context for 12 weeks, and estimated how long automaticity took to approach its ceiling. The median was 66 days; the range ran from 18 to 254.

The implementation intention, formalised by Gollwitzer (1999), is a plan in the form "when situation X arises, I will do Y."
Gollwitzer and Sheeran (2006) pooled 94 independent tests and over 8,000 participants and report a medium-to-large effect (d = .65). It is among the best-supported techniques anywhere near habit formation.
Kivetz et al. (2006) showed that effort toward a goal rises as the remaining distance shrinks — the goal-gradient effect. Seeing the progress is itself what makes the next step lighter.
21 days is not outside the range. It is under a third of the median, near the fast end of the distribution — and the number itself comes not from this study but from a different observation made in 1960.
This field mixes practitioner books with peer-reviewed work more than most. We keep them apart.

They are sometimes justified indirectly via the goal-gradient effect, but there is little high-quality work measuring streak features themselves — and a documented downside where breaking one ends the behaviour.

It promises no number of days. With a range of 18 to 254, "you will have the habit in N days" is not a sentence we can write.
Every habit must define three tiers — a light, a medium and a heavy action. If doing the light version on a bad day is logged the same as doing nothing, you can be keeping a habit while the record says you broke it.
Reminders carry a when and a where. That is the implementation intention turned into a control.
